First, defining the import pathway is crucial. Following Hainan's customs closure, differentiated management will be implemented for hazardous material imports. For the vast majority of low-risk hazardous materials, the import process will be significantly streamlined. Enterprises can submit materials such as Material Safety Data Sheets (MSDS) and hazardous characteristic classification reports through the “single window” platform. The system will automatically conduct compliance reviews, enabling rapid clearance—typically completed within 24 hours. However, note that a very small number of categories posing high risks to national security or the ecological environment (such as highly toxic substances and precursor chemicals) still require special permits under national regulations and will be subject to strict controls.
Second, compliance operations are integrated throughout the entire process. Prior to importation, enterprises must obtain the necessary qualifications, such as the Hazardous Chemicals Business License issued by the emergency management department. Goods must be packaged in UN-certified containers bearing Chinese GHS hazard labels compliant with Chinese national standards. During declaration, all information—including UN numbers, hazard categories, and packaging markings—must be fully consistent across the bill of lading, MSDS, labels, and customs declaration forms. For full container load (FCL) dangerous goods shipments, enterprises must also complete mandatory declarations to maritime authorities prior to port arrival.
Finally, strengthen post-clearance oversight and risk prevention. After customs clearance, enterprises must engage qualified transporters to deliver goods to dedicated warehouses meeting safety standards for storage. All import documentation—including customs declarations, tax invoices, and inspection reports—must be retained for at least three years for subsequent verification by customs and emergency management authorities. This interconnected process ensures efficient and secure hazardous goods importation.
